The following is a document intended for the signature of former Philippine President Joseph Ejercito Estrada (term of office: 1998-2001). This was facilitated by Raul P. de Guzman, PhD, a then Presidential Adviser for Development Administration. The Malacanang (Presidential Palace) record number for the document is PJEE Record # R028611, and President Estrada's office received it on July 25, 2000.
Mr. Dingel said that it was due for signature of President Estrada, complete with media coverage. He does not know exactly why it did not push through. Historically, President Estrada was replaced by incumbent President Gloria Macapagal-Arroyo in January of 2001.

Subject: Technical and Financial Assistance for Patenting or Further Development of the DINGEL WATER-BASED FUEL
FOR CAR MOTORS AND OTHER ENGINES
Date: 21 July 2000
May I respectfully request for Presidential clearance for assistance - technical, financial or other intervention for the patenting, and/or further development, of the Dingel water-powered engine. The inventor is Daniel D. Dingel, a Filipino, and he has sought the assistance of this office to enlist government support for an invention that may be of immense benefit for the Filipino people, incapable of pecuniary estimation.
Considering that engine-power will be water-based, as contrasted to oil, the invention can deliver the country from the bondage of oil companies who have been milking the economy dry.
Mr. Dingel had in the past met Your Excellency, and he has never wavered in his hopes for your support. In this connection, it is necessary for Government to lend a helping hand to Mr. Dingel thru the availment of testing and evaluating capabilities of Philippine official technical agencies. The DOST may be enlisted in this effort, and so with the University of the Philippines College of Engineering and attached units.
Mr. Dingel agrees that Government may use on non-exclusive basis the patent for the benefit of the Filipino people, subject to standard royalties for compulsory licensing, and to such other mutually beneficial arrangements that may be agreed upon, if more Government commitments will be required for development and patenting of the invention(s). Mr. Dingel further commits to dedicate his other inventions under the same terms and conditions provided in the MOA.
Accordingly, request is herein made for clearance from His Excellency for the signing of the attached MOA on behalf of the office of the President, and its subsequent implementation thru the Office of the Presidential Adviser for Development Administration.

Whereas, INVENTOR has invented a revolutionary system that enables the economical production of hydrogen/oxygen from ordinary water-fluids to fuel and power internal combustion engines - as contrasted to oil-based fuels;
Whereas, INVENTOR desires that his invention shall be utilized for the benefit of the Filipino people;
Whereas, in recognition of the potential benefits that the revolutionary invention may impact upon the Filipino People and the National Economy, the OP/PADA is agreeable to assist the INVENTOR to secure his patent rights to the invention, in the Philippines and elsewhere;
Whereas, the INVENTOR welcomes the assistance from OP/PADA, and acknowledges this recognition as a testimonial to the commitment of Government to nurture the creativity of Filipino inventors;
NOW, THEREFORE, the Parties have agreed as follows:
1. INVENTOR represents that the invention is the first and original system that can produce hydrogen/oxygen to fuel and power internal combustion engines, with the use of an ordinary 12-volt battery and coupled with magnetizers serving as regulatory mechanisms. INVENTOR has in fact filed on May 24, 2000 a Patent Application with the Intellectual Property Office of the Republic of the Philippines, and has been issued Patent Application No. 1-2000-01338.
2. Accordingly, based on these representations, the OP/PADA hereby acknowledges the rights of INVENTOR to said invention, and agrees to assist INVENTOR in securing his patent rights in the Philippines and in other countries as well.
3. The costs and expenses incurred for the patenting of the invention shall be shouldered by OP/PADA, it being understood that INVENTOR shall provide all necessary technical information and knowledge, execute all acts and sign any document, as may be legally prescribed for the purpose.
4. In consideration for the assistance of the OP/PADA, INVENTOR undertakes and commits to allow non-exclusive use of the patent(s) for the invention(s) to the Government of the Republic of the Philippines, subject to the payment of standard royalty not to exceed the rates as may be provided by law for compulsory licensing.
5. In the event that additional research and development efforts have to be expended to test, validate, and "perfect" the invention as "patentable," the parties shall mutually agree on a most cost-efficient, effective, and mutually beneficial transaction or arrangement.
6. Considering that INVENTOR has other inventions in the pipeline, such as oil additive from organic/herbal sources, compressed air-powered ship engines, electric cost savings devices/techniques for mass-transport systems, mini-power plants, diaphragm pumps to control and alleviate floods, solutions to traffic problems, and others, - the parties further agree that their patenting, if necessary, and their application and utilization shall be governed by the same provisions in this Memorandum of Agreement.
7. The Parties further agree on mutual cooperation and voluntary arbitration in resolving conflicts, problems and other difficulties that may arise pursuant to the implementation of this Agreement.

If this warning is not heeded this project will come to an untimely end .Mark my words! The only way to really protect this project and all connected with it is to bring it into the public domain. I understand that Mr. Dingel does not wish to do this as he feels that his people will not benefit from his invention as he wishes but if this invention is lost to the world by being shut down by big oil interests then the poor people of this world will continue to suffer at a disproportionate rate compared to the wealthy nations especially people in the Philippines and like nations. Please consider sharing this with all the people of this planet and this in turn will protect yourselves and your families. Only those who kept their knowledge to themselves have died with their secrets, those who have shared their knowledge are still with us .Please carefully consider these options.
